MURIDKE: With just 10 days left before the ICC Women's World Cup starts in India, he may have joined the Pakistan women cricket team as batting coach slightly late but former Test batsman Basit Ali is hoping to be able to contribute a lot to the side during this time.
“As coach, my job is to tell them what to do and it is up to them to implement the advice in the best way that they can,” he told Dawn here on the first day of his training session with the girls on Sunday.
“I came here after doing my research on the pitches in Cuttack. They have slow tracks where the ball spins and our bowlers will be more effective there, so the change in venue just might turn out to be a blessing in disguise for us,”Basit, who is also the coach of the Sui Northern Gas Pipelines Limited (SNGPL) which won the inaugural President’s Trophy title in Karachi last Friday, said.
“I am also glad to see that the girls have been well prepared by head coach MohtashimRasheed and deputy coach Tahir Mahmood. We go a long way back. I have known them since we were all under-19 players. It will be a pleasure joining forces with them for the betterment of the Pakistan women team,” he added.
“I know the playing styles of the senior girls like captain Sana Mir, vice-captain BismahMaroof, Nain Abidi but there is so much more fresh talent in the side that I will be helping in the coming few days.
“I also take this opportunity to mention how much we appreciate Pakistan Cricket Board chairman Zaka Ashraf’s initiative in unearthing new talent, especially in women’s cricket.
“He has sent out letters to all departments to set up their own women wings, which should also include women’s U-19 teams. This will in turn serve as nurseries for upcoming talent from all regions. When the girls get incentives, they would obviously want to try for the teams and thus your talent pool will never dry out,” he pointed out.
Basit, for now, has been brought into the squad as batting coach for the duration of the Women’s World Cup.

Moscow to start evacuating Russians from Syria
BEIRUT: Russia said on Monday that it is sending two planes to Lebanon to start evacuating its citizens from Syria, the strongest sign yet that President Bashar Assad's most important international ally has serious doubts about his ability to cling to power.
The Russian announcement came as anti-government activists reported violence around the country, including air raids on the town of BeitSahm near Damascus International Airport, just south of the capital.
Russian officials said about 100 of the tens of thousands of Russian nationals in the country will be taken out overland to Lebanon and flown home from there, presumably because renewed fighting near the airport in Damascus has made it too dangerous for the foreigners to use that route out of the Syrian capital.
Assad has dismissed calls that he step down. He has proposed a national reconciliation conference, elections and a new constitution, but the opposition insists he play no role in a resolution to the conflict.
The UN says more than 60,000 people have died in the civil war since March 2011.
Russia has been Assad’s main ally since the conflict began, using its veto power in the UN Security Council to shield Damascus from international sanctions.
Russia recently started to distance itself from the Syrian ruler, signaling that it is resigned to him losing power. Russian President Vladimir Putin said last month that he understands Syria needs change and that he was not protecting Assad.
Russian officials say the evacuation of thousands of its citizens from Syria – many of them Russian women married to Syrians – could be by both air and sea.
A squadron of Russian Navy ships currently is in the Mediterranean for a planned exercise near Syrian shores later this month. Military officials earlier said that the exercise will simulate marines landing and taking people on board from the shore.
Earlier this month, Lakhdar Brahimi, who is the joint UN-Arab League envoy for Syria, said that Russia seemed as determined as the United States to end Syria’s civil war, but that he didn’t expect a political solution to emerge anytime soon.
The Arab League chief said Monday that Brahimi’s mission had not yielded even a ”flicker of hope.”
In Riyadh, Saudi Arabia, Nabil Elaraby proposed that the heads of state gathered there at an economic summit call for an immediate meeting of the UN Security Council.
He suggested the Security Council adopt a resolution calling for a cease-fire in Syria and establish a monitoring force to ensure compliance.
Syria’s defence minister said Monday that the army would keep chasing rebels all over the country ”until it achieves victory and thwarts the conspiracy that Syria is being subjected to.”
General Fahd Jassem al-Freij’s comments came as activists reported air raids and shelling around the nation.
Monday’s fighting included a helicopter raid in the northeastern town of Tabqa that killed eight people, according to the Britain-based Syrian Observatory for Human Rights.
The Observatory also reported a car bombing in the Damascus neighbourhood of Dummarand said another car bomb exploded late Monday in central Syria, killing at least 30 pro-government gunmen in Salamiyeh.
In addition, the group said there were clashes in the town of Ras al-Ayn near the border with Turkey between fighters from the Kurdish Democratic Union Party, or PYD, which leans infavour of Syria’s government and anti-government rebels, who entered the town in November.
Tensions have flared between Syria and Turkey after shells fired from Syria landed on the Turkish side of the border.
As a result, Germany, the Netherlands and the United States decided to send two batteries of Patriot air defence missiles each to protect Turkey, their Nato ally.
On Monday, German soldiers unloaded trucks carrying the missile systems at the port ofIskenderun, while another ship, carrying the Dutch shipment, waited its turn anchored at theharbour.
The UN said that there are an estimated four million people were in urgent need of humanitarian assistance in Syria, including at least two million who are internally displaced.
With harsh winter conditions, people are facing heavy rains and sub-zero temperatures, often without adequate food, shelter, water or access to medical care.
The McClatchy news organisation published a report on Monday, supporting activists’ claim that Syrian forces have been targeting bakeries.
According to data compiled by the news organisation, government forces attacked bread lines and bakeries at least 80 times last year, causing hundreds of casualties and in most cases destroying the bakeries.
The Syrian government, meantime, blamed a rebel attack on a key power line for a blackout that hit Damascus and much of the country’s south overnight, leaving residents cold and in the dark amid a fuel crisis that has stranded many at home.
The Syrian capital’s 2.5 million residents have grown used to frequent power cuts as the country’s conflict has damaged infrastructure and sapped the government’s finances. But some said Monday that the overnight outage was the first to darken the entire capital since the conflict began.
The blackout hit residents especially hard because of rampant fuel shortages and below-freezing temperatures.
“We covered ourselves from the cold in blankets because there was no diesel or electricity for the heaters,” said retired teacher Mariam Ghassan, 60. “We changed our whole lives to get organised for power cuts, but now we have no idea when the power will come or go.”
By midday Monday, power had returned to more than half of the capital, and Electricity Minister Imad Khamis said authorities were working to restore it in other areas.

Raid on Osama's compound: Army officer wants to share information with LHC
RAWALPINDI: Brigadier Ali Khan, who was court martialed for having links with a banned organisation after American Navy Seals raid on Osama bin Laden's compound on May 2, 2011, has petitioned Lahore High Court (LHC) Rawalpindi, claiming to have vital information on the raid.
In the petition, Brig Ali has requested the court to provide him an opportunity to appear in person so he could explain his position.
Brig Ali has also written letters to President Asif AliZardari and Chief of Army Staff (COAS) GeneralAshfaq Parvez Kayani and is presently incarcerated in Adiala jail.
Court martial
Brig Ali along with four other officers was court martialed after the May 2 raid for having links with Hizbut Tahrir (HuT), an organisation that is against the US occupation of Afghanistan and propagates the setting up of a pan-Islamic caliphate.
The field general court martial (FGCM) on August 3, 2012 convicted Brig Ali Khan, Maj SohailAkbar, Maj Jawad Baseer, Maj Inayat Aziz and Maj Iftikhar for having links with HuT and awarded rigorous imprisonment (RI) ranging from 18 months to five years.
LHC petition
Brig Ali on February 2012, through his lawyer Col (retired) Inamur Rahim, had filed an application with the LHC requesting the court to arrange his presence during the hearing of the case because he wanted to share with the court some vital information regarding his petition filed against his detention and court martial proceedings.
Vital information
Advocate Rahim, the counsel for Brig Ali after filing the application, told Dawn that in addition to briefing the court about his own case, Brig Ali would share information related to May 2 incident (Abbottabad raid) with the court.
According to the counsel, the convicted officer is facing imprisonment because the army authorities fabricated a false case against him after he openly criticised the US operation on Pakistani soil.
Abbottabad commission’s indifference
The counsel said that Brig Ali, on September 2012, had requested the Abbottabadcommission headed by Justice (retired) Javed Iqbal to record his testimony in connection with the May 2 incident but was not facilitated.
According to the counsel, Brig Ali was a direct victim of the Abbottabad operation because military authorities arrested him on May 5, 2011, after he raised questions about the raid and also suggested remedial measures to avoid such incidents in future.
Letters to President and COAS
The counsel said that for the case the court would arrange Brig Ali’s presence on the next date of hearing — to be decided by the court — where he would reveal the content of his letters which he sent to the president and COAS.
In the letters sent before his arrest, Brig Ali had suggested ending the war against terror and bridging the gap between the army and people.
He wrote: “Senseless blood-letting, permanent dissensions, bitter alienations and badly bruised national pride — there is nothing that comforts our soul. Rampant insecurity, politicalpolarisation, instability and resultant economic downturn that started alongside the Global War on Terror (GWOT) and which culminated in a crisis of sorts have brought the nation virtually to its knees.”
The brigadier further wrote: “Our friends (allied powers) succeeded in creating differences between Pakistan and Muslim countries in general and with Afghanistan and Iran in particular — as our borders with both the countries are no longer safe. Above all the war created an unbridgeable gulf between the army and the nation.”
In his letters he suggested that instead of continuing with Pakistan’s current policy, policymakers should persuade US/Nato forces that the only way to bring peace in Afghanistan is to change the US/Nato forces with peacekeeping forces from Muslim countries under UN aegis.
In case US/Nato refuses to do so, Pakistan should cease all operations in the troubled area (tribal areas bordering Afghanistan).
The registrar office of LHC Rawalpindi bench accepted the petition and the court will examine the request of Brig Ali for providing him an opportunity to appear in person next week.

QUETTA: Members of the Balochistan Assembly belonging to JUI-F and BNP-Awami again criticised the federal government on Monday for imposing governor's rule in the province and termed it an insult to people's mandate.
During a debate in theBalochistan Assembly, they demanded that alllegislations should be in accordance with recommendations of the Council of Islamic Ideology.
Speaker Syed MatiullahAgha who had summoned the assembly session on a requisition submitted by 19 MPAs presided over the session.
Opening the debate, former senior minister Maulana Abdul Wasey said that President Asif AliZardari who had imposed the governor’s rule should also implement recommendations of the CII and introduce Islamic Sharia through an executive order by using relevant articles of the Constitution as he had done for removing the elected government of Balochistan.
The JUI-F leader said it was a matter of concern that no government had taken steps to introduce Islamic Sharia in the country.
He praised CII Chairman Senator Maulana Mohammad Khan Shirani for preparing the recommendations and said that all legislations must conform to them.
Referring to the imposition of governor’s rule and removal of the Raisani-led coalition government, Maulana Abdul Wasey said it was a well-planned conspiracy for which ground had been paved earlier.
He said the centre had been pressurising the MPAs by registering NAB cases against ministers.
“We will not come under pressure because we believe in the court of masses which has sent us to the assembly with the power of vote,” he said.
The JUI-F leader said members of the Balochistan Assembly represented 10 million people and they wanted to strengthen democracy.
Former minister for agriculture Mir Asad Baloch of the BNP-Awami regretted that the laws in the country had not been made in accordance with the Sharia over the past 65 years.
He said the former princely state of Kalat had enacted laws conforming to the teachings of Islam and people still possessed record of the laws.
Mr Baloch said the governor’s rule had been imposed to bring the Pakhtunkhawa Milli AwamiParty and National Party into power after the next elections.
“It is a conspiracy against an elected government which had protected rights of the people ofBalochistan at all forums,” he said
He said since the provincial assembly had not been dissolved there was no reason to stopMPAs’ funds. He urged the chief secretary to release the funds immediately.
Former minister Maulana Syed Abdul Bari Agha of JUI-F stressed the need for enactinglegislations on the basis of CII’s recommendations.
Independent MPA Shahnawaz Marri said all provincial assemblies should enact laws based on CII’s recommendations. Nasreen Khetran praised the CII’s recommendations.

Drastic changes in Ogra structure, powers planned
ISLAMABAD: Amid controversies over the build-up of Rs11 billion gas theft and system losses in consumer-end tariff and liquefied natural gas (LNG) imports, the government has decided in principle to drastically change the structure and powers of the Oil and Gas Regulatory Authority (Ogra) and remove petroleum secretary Dr Waqar Masood Khan.
A senior official told media on Monday that a bill seeking amendment to the Ogra Ordinance 2002 had been sent to the federal cabinet for approval.
The bill expected to be taken up by the cabinet on Wednesday seeks to make the independent regulator a subservient institution of the government.
Authentic sources confirmed that the government had also accepted a proposal of Prime Minister’s Adviser on Petroleum and Natural Resources Dr Asim Hussain to replace DrMasood with Additional Secretary Abid Saeed who was recently promoted to grade-22.
The sources said the adviser and Dr Masood were finding it difficult to go along on some major policy issues. The two had divergent views on curtailing the powers of Ogra and making changes in the LNG import process.
A copy of the proposed amendment “Oil and Gas Regulatory Authority Ordinance (Amendment) Act” available with media sources suggests that composition of Ogra will be expanded from three to five members, excluding its chairman, to involve more professionals in the decision-making process. It seeks to have a chairman and five members — oil, gas, finance, liquefied gases and law.
At present, Ogra comprises a chairman and three members — oil, gas and finance.
The qualification for the post of Ogra chairman is also being changed by replacing experience in petroleum technology with 10-year experience in the energy sector.
The most important of all, the amendment seeks to replace “policy guidelines” with “directives of the federal government” in determination of gas tariff. This stems from resistance shown by Ogra to accept policy guidelines on gas tariff to include gas losses in areas affected by law and order and theft by non-consumers in addition to normal unaccounted for gas (UFG) losses following an order of the Supreme Court barring Ografrom accepting policy guidelines of the government or petroleum ministry inconsistent with the Ogra Ordinance to protect consumers’ interest.
An official explained that the word “directive” had a binding meaning for Ogra to implement it like a subordinate institution instead of “policy guideline” which was advisory in nature for an independent regulator to apply its own judicial and fair view of a principle.
“This changes the status of a regulator from being a quasi judicial forum to a subservient department of the petroleum ministry and hence contradictory to the spirit of regulatory framework,” the official said.
Another amendment seeks to empower the prime minister to appoint a member of Ogra for an interim period on an ad hoc basis without following the mandatory selection process through open merit under a pre-defined criterion. The new clause says that when a member is unable to perform his duty for reasons of leave or otherwise, the prime minister on the recommendation of an unspecified committee shall appoint a member for such period of absence.
This stems from the fact that two members of Ogra have become ineffective following a Supreme Court judgment requiring the National Accountability Bureau (NAB) to hold investigation into misappropriation of Ogra funds, recruitments and fixing of gas pricesfavouring stockbrokers. One of them has been described by the cabinet division as absconder without leave and has been found living in Switzerland to avoid the NAB investigation. The other has been stopped from performing duty because of the investigation.
The amendment bill also seeks to define the qualification of two additional members — law and liquefied gases — to deal with matters relating to mixing of LNG and liquefied petroleum gas (LPG) in natural gas and onward sale to consumers.
The member liquefied gases is required to have an appropriate degree in the relevant field and should be eminent, professional of known integrity and competent with 20 years of experience in the petroleum sector.
The member law is required to have an appropriate degree in the relevant field and should be eminent, professional of known integrity and competent with a minimum experience of 20 years in law, including at least five years in the energy sector.

Sydney ODI abandoned due to rain and wet outfiel
SYDNEY: Rain and a wet outfield brought a premature end to the fourth one-day international between Australia and Sri Lanka but not before the hosts' batting frailties had been exposed again.
Bowled out for 74 runs inside 27 overs in Friday's match at Brisbane, Australia wobbled again before reaching 222-9 at the Sydney Cricket Ground. MitchellStarc hit a career-best 52 not out off 37 balls from number nine as Australia had to rally from 130-6 and Sri Lanka were 14 for no wicket from 3.2 overs before rain forced the umpires to take the players off.
The match was abandoned two hours later because of a wet outfield, leaving the home side unable to win the five-match series. Sri Lanka head to Hobart for Wednesday's final match with a 2-1 lead. "We have to take the umpires' judgment," Australia captain Michael Clarke said. "Everybody's disappointed it wasn't a full game but it means Hobart's going to be a challenge and we'll be trying to level the series." Sri Lanka might even have clinched the series on Sunday had it not been for opener David Warner, who top-scored with 60 to take Australia through some early wobbles. NuwanKulasekara was the pick of the bowlers with 3-30 off his 10 overs. Clarke said his team needed to figure out how to combat the seamer, who was also man-of-the-match in Brisbane. "He's bringing the ball back in to the right-handers and away from the left-handers," Clarke said. "That's always tough but we'll all look at our games individually and work out a plan to him."
