Sporting and Disciplinary Regulations
Effective immediately:
It has been recognisedthat there is the need to address the problem of riders who are constantly being warned or penalised for endangering other riders or committing other serious offences like assaulting marshals or other officials. To address this issue a new system of Penalty Points was approved. Race Direction can sanction a rider with a number of Penalty Points between one and ten. This can be instead of or in addition to any other sanction. Points will "tot up" during the season and when certain thresholds are reached the following sanctions will be applied automatically:
- Four Points - Starts next race from rear of grid.
- Seven Points - Starts next race from pit lane.
- Ten Points - Disqualification from the next event.
Once the ten point sanction has been imposed then points reset to Zero. Points are not carried forward to the following season.
Several changes to the start procedure were approved:
- Pit lane opening will be accompanied by a green flag at the pit exit in addition to the existing green light.
- No red flag will be displayed in front of the grid at the conclusion of the sighting lap.
- Tyre warmers must be removed immediately on display of the one minute board.
Following approval of the new qualifying procedure for the MotoGP class it is also necessary to determine the criteria for actual qualification to take part in the race - the 107% rule. To be allowed to take part in the actual qualifying sessions a rider must achieve a time better than 107% of the fastest rider in any of the four free practice sessions. It is no longer possible to qualify for the race based on a time set in the warm up. Riders who are appointed as substitutes for an injured rider after some free practice sessions have taken place and have not achieved the 107% cut off will still be allowed to participate in Qualifying Practice 1 where they must achieve a qualifying time.
Failure of riders participating in their first event of the season to attend the FIMbriefing may attract a penalty but will no longer result in automatic disqualification.
The responsibility for switching on red rear lights in rain conditions now rests with the teams. No boards will be displayed.
It is no longer a requirement for the team to be notified and acknowledge the imposition of a ride through penalty due to a jump start. The requirement will be displayed at the start line to the rider and included on the information page of the timekeeping monitors.
There is no longer a minimum fine that can be imposed by Race Direction. The maximum fine is now fixed at €50,000.00
Technical Regulations
MotoGP Class
Effective Immediately:
Carbon Composite wheels are not permitted. (As is already the case for Moto3and Moto2).
The exception granted to CRT entries in 2012 to permit use of brake disks of a different diameter than the 320mm specified in the regulations will not be extended to 2013.
A revised allocation of tyres will be introduced. In principle, riders will receive an additional rear tyre and the "soft" front tyre offered as an option in 2012, but not used, will no longer be available. In that case, the exception concerning allocations of different grades of front tyres at certain specified circuits will becancelled. The decision on the precise make up of the allocation will be taken following the official test at Sepang on 5-7 February.
In this context, the official supplier will be making available a "softer" rear tyre for use by CRT entries.
Effective 2014:
A procedure for homologation of the "frozen" engine specifications was approved. It was confirmed that this regulation does not apply to CRT entries and that different teams using the same brand of MSMA machine could have engineshomologated with different specifications.
Effective 2015:
Maximum prices permitted to be charged for the supply of brakes and suspension will be imposed. Investigations are also being carried out with a view to capping charges for "service contracts" for the same products.
Moto3 and Moto2 Classes
Effective Immediately:
Moto2 class quick-shifter systems must be approved by the Technical Director.
The allocation of tyres for the Moto2 class is changed. In future riders will have the following maximum numbers available:
8 front tyres of the two standard specifications.
9 rear tyres of the two standard specifications
The actual specifications will be determined by the official supplier and all riders will receive equal allocations.
Front race numbers on Moto3 and Moto2 machines must have a separation of minimum 10mm between double digit numbers. Reflective backgrounds are not permitted.
Effective 2014:
To ensure that teams in the Moto3 are supplied with engines of the same specification at a reasonable price it has been agreed that engines will be supplied via the series organisers and distributed randomly. Engines will not be returned for maintenance but having completed normal mileage will be retained by teams for other purposes or sale on.
Discussions are continuing about the maximum number of engines allowed and the routine, minor engine maintenance to be permitted and a final regulation will be announced during the 2013 Qatar GP.
Maximum prices will be imposed for complete Moto3 class machines and maximum prices will be specified for chassis and major components for Moto3and Moto2 class machines. Again, final regulations will be announced during the 2013 Qatar GP.
All Classes
Effective 2014:
In 2013 Dorna will introduce a new timekeeping transponder that will have the ability to display on the dashboard additional information for the rider. Most importantly, this will include the ability to duplicate flag signals. Use of a compatible dashboard is mandatory from 2014 and optional in 2013.
In the Moto2 class the use of an updated Lambda sensor will be compulsory
Effective 2015:
FIM homologation standards for all racing wheels were approved in principle. Final standards will be announced at the Qatar GP
Other Matters
The Commission confirmed acceptance of all MotoGP class CRT entries on the provisional 2013 entry list.

Ulema's fatwa
EVEN though the Pakistan Ulema Council did not specifically refer to the polio workers’ tragedy, its condemnation of the murder of innocent people deserves to be applauded. A fatwa, issued on Thursday by some of Pakistan’s leading Darul Ulooms grouped under the PUC, denounced all murders and declared categorically that a suspect could be given justice only by the state. |
The fatwa has a direct relevance to the situation in Pakistan today, because it also denounces murders in “streets or markets”. The PUC fatwa recognises the equality of all citizens when it declares that a non-Muslim killed by a Muslim citizen deserves the same legal process as when a Muslim falls victim to murder. Technically speaking, the PUC fatwa breaks no new ground when it reiterates the justice inherent in Islamic law; but its significance lies in its timing, for it comes at a time when some leading Islamic scholars and religious personalities have refrained from condemning acts of terror and the recent killings in Karachi and KP of anti-polio workers, most of them women. PUC Chairman Hafiz Tahir Ashrafi said the decree was issued to disabuse some people of the notion that the ulema approved of terrorism or were involved in it.
While the fatwa must be lauded, the silence which most heads of religious parties have maintained is astonishing. Even if some of them have condemned the polio workers’ murder as a matter of form, what is missing is a unanimous and categorical denunciation of the barbaric attacks on people engaged in the noble task of immunising the future generation of Pakistanis against polio. Isn’t it time for men like Maulana Fazlur Rahman, Maulana Samiul Haq, MunawwarHassan, Hafiz Said and others to not only unequivocally condemn these murders by bigoted fanatics but also declare their full support for the polio campaign?

US senator arrested for drunk driving
WASHINGTON: Republican Senator Michael Crapo of Idaho has been arrested in Virginia for drunk driving, police said Sunday. | |
Police officials said a vehicle driven byCrapo was stopped in the Washington suburb of Alexandria, Virginia, early Sunday after he had run a red light.Crapo underwent and failed several field sobriety tests and was taken into custody without incident, the officials said. He was released on $1,000 bond a few hours later. The senator is due in court January 4. In a statement, Craposaid he had made a mistake, apologized for it and promised to "deal with whatever penalty comes my way in this matter."

China to open world's longest rail line
BEIJING/ZHENGZHOU: China will open the world's longest high-speed rail line next week when a link between Beijing and the southern metropolis of Guangzhou is inaugurated, officials said on Saturday, underscoring its commitment to a trouble-plagued transport scheme. | |
The 2,298-km (1,428-mile) line, parts of which are already in operation, will begin full service on Wednesday, halving travel time to less than 10 hours on trains which will run at 300 kph (186 mph).
The new route offers a chance for China’s railways ministry, which has been dogged by scandals and missteps, to redeem itself. A July 2011 crash of a high-speed train killed 40 people and raised concerns about the safety of the fast-growing network and threatened plans to export high-speed technology.
“We have developed a full range of effective measures to manage safety,” Zhou Li, head of the ministry’s science and technology department, told reporters on a trial run from Beijing to the central city of Zhengzhou.
“We can control safety management,” he added. Last year’s accident near the booming eastern coastal city of Wenzhou occurred when a high-speed train rammed into another stranded on the track after being hit by lightning.

Obama nominated Sen. John Kerry as his next secretary of state
WASHINGTON: President Barack Obama nominated Sen. John Kerry as his next secretary of state, elevating the longtime lawmaker and foreign policy expert to the top diplomatic job he had coveted. | |
”He is not going not need a lot of on-the-job training,” Obama said, standing alongside Kerry at the White House. ”Few individuals know as many presidents and prime ministers or grasp our policies as firmly as John Kerry.”
If confirmed by the Senate, Kerry would replace Secretary of State Hillary Rodham Clinton, who plans to leave Obama’s second-term Cabinet early next year. Clinton, who is recovering from a concussion sustained in a fall, did not attend the Roosevelt Room announcement.
The 69-year-old Democrat is expected to be easily confirmed by his Senate colleagues. He would be the first of what are expected to be several new faces on Obama’s national security team, including a new defense secretary and director of the Central Intelligence Agency.
The son of a diplomat, Kerry has served as chairman of the Senate Foreign Relations Committee and is a decorated Vietnam veteran who was critical of the war effort when he returned home to the United States.
He has represented Massachusetts in the Senate since 1985. ”John’s entire life has prepared him for this role” said Obama, who praised Kerry for his belief that the country must harness ”all elements of Americans power.”
The president picked Kerry for the post even though his nomination could create a political problem in Massachusetts. Republicans are eying the Senate seat Kerry will vacate after five terms, and recently defeated GOP Sen. Scott Brown would be a favorite in his party for the job. Kerry’s nomination could bring to a close what has become for the White House a contentious and distracting effort to find a new secretary of state.

'Al-Qaeda involved in deadly Peshawar airport attack, threaten more attacks'
Peshawar: An al-Qaeda group was involved in one of the most deadly attacks on Peshawar airport, which killed at least 19 people including 10 militants and injured several others, security sources said on Friday. |

According to the sources, Badar Mansoor group, an al-Qaeda group of Punjabi-origin people, sent 10 fighters to attacks the airport. Qari Hammad of the group planned the attack.
Hammad also threatened more attacks on the airport just after the attack concluded. Speaking from the unidentified location, Hammad threatened to send 10 more suicide bombers to launch an assault on the airport again within weeks.
“The attack was planned in North Waziristan and Khyber agency,” they said adding that a Corolla car having fake number plate was used in the attack.
It is to be mentioned here that on February 10, 2012, US missiles killed the most senior Pakistani in al Qaeda, BadarMansoor in North Waziristan, an area bordering Pakistan and Afghanistan.

Thousands gathered at the majestic Mayan ruins of Tikal in the jungles of present-day Guatemala to await a fiery climax to the ancient civilisation’s “Long Count” calendar, which points to an era of more than 5,000 years ending.
Australia was one of the first countries to see the sun rise on December 21, supposedly the end of days, and Tourism Australia’s Facebook page was bombarded with posts asking if anyone had survived Down Under.

UFO enthusiasts were gathering in the southern Chinese province of Hunan to perform a “Mayan ritual” to attract alien visitors, the state-run Global Times reported.
But there has also been a darker side in China, with authorities arresting some 1,000 people in a crackdown on a Christian sect that spread doomsday rumours.
Over the centuries, the end of the world has been predicted countless times, from the early Christians to controversial US pastor Harold Camping last year.
At the Tikal ruins, actors in costumes and head-dresses staged elaborate dances to a mournful pan-pipe tune ahead of the apocalypse supposedly foreseen by the Mayans, who reached their peak of power in modern-day Mexico and parts of Central America between the years 250 and 900 AD.

Thousands more people were expected to flock to another set of Mayan ruins at Chichen Itza in Mexico before daybreak Friday — some to hail the start of a new Mayan era, others to bid farewell to the world.
Even though Mexican officials said no special celebrations were planned to mark the turn of the Mayan calendar, which coincides with the winter solstice, up to 20,000 revellers were awaited at the site’s pyramids.
US space agency NASA has been contacted by thousands of worried people asking what to do. In a web page devoted to debunking the Mayan prophecies, it reassured them that the world will not end in 2012.

New Delhi: An organisation of Sunni Muslim clerics has termed the uploading of photos on the internet for matrimonial purpose and on social networking sites as 'haram'. |

The fatwa was issued by Madarsa Manzar-e-Islam of Dargah Aala Hazrat, after a man asked whether it was appropriate according to Islamic laws to post pictures on matrimonial and social networking sites.
Mufti Syed Mohammad Kafeel replied that this action would be considered ‘haraam’. However, he said bio-data could be posted on the internet without photo.
Imam of Shahi Jama Masjid Mufti Khurshid Alam also said that a fatwa of Mufti Azam Hind was already available in which he had termed photos without necessity as ‘haraam’.
He, however, said a photo can be used for passport and other application forms wherever it is necessary.

Punjab University Pedestrian bridge collapses as truck hit it

Rescue sources said that the bridge came down as a trailer hauling heavy machinery that exceeded 16-feet height hit it. They said that truck driver sustained injuries in the incident. Traffic was suspended in the area due to the collapse of the pedestrian bridge.

“After years, we are happy to announce that the government of Israel has decided to build a city in Gush Etzion,” DavidPerel, head of the Gush Eztionregional council, saying thedefence ministry had approved plans for 523 homes inGevaot. Perel said the council had presented plans for a city of at least 6,000 homes in the year 2000, but until now, they had never been approved. “This is a huge achievement,” he said.
According to Hagit Ofran from the Israeli settlement watchdog Peace Now, there are currently only about a dozen caravans at the site, but she said the new city could be home to as many as 25,000 people.
“This is not just another settlement: 6,000 units could house about 25,000 people. Maybe it’s not large as cities go, but in terms of settlements, it’s huge,”. She said the approval meant the initial plans could now be promoted by the Civil Administration’s higher planning council, which operates within the defence ministry.
“This sends the message that Israel is not considering the two-state solution. It means it will be much harder to divide the land (in any final peace deal) with another city there,” she said. The new plans emerged during a week in which Israel has advanced the building of thousands of new settlement homes in east Jerusalem, sparking Palestinian and international condemnation.

Qadri is set to address a rally at Minar-e-Pakistan on December 23 (Sunday) at 10am. He left for his residence without facing the media and his supporters because of “security reasons”. his son Dr HussainMohiuddin said that he was expecting a massive gathering of around two million people from all walks of life on Sunday.
Mohiuddin said that Minhaj-ul-Quran was not against democracy and was hoping the general election in the country would be held on time. But he said elections could not prove fruitful unless the voting process is transparent.

Van-trucks collision kills 7 in Gujranwala
Gujranwala: At least seven people were killed and seven others injured in a collision between a passenger van and trucks in Gujranwala on Friday. | |
Sources said that the unfortunate incident took place near Aimenabad area when a passenger van coming towards Sialkot fromGujranwala collided with two speeding trucks. “The collision left seven people dead and seven others injured.” They said that the victims included two women and two children while the injured are said to be in critical condition.

British Prime Minister David Cameron on Wednesday said that he will withdraw almost half of the country's 9,000 troops from Afghanistan next year as NATO hands over to Afghan forces. The announcement comes as NATO prepares for a full security handover at the end of 2014, despite fears that a civil war could follow, and amid a spike in "insider attacks" on foreign troops by Afghans in uniform.
Karzai said the decision was "well-timed" and insisted his war-scarred nation was ready to take charge of its own security."The president... welcoming the announcement said: 'the Afghan national forces are ready to provide the security and defend their country," a statement fromKarzai's office said. "The decision by Britain is a well-timed decision."
Cameron said the withdrawal of around 3,800 British troops by the end of 2013 was possible "because of the success of our forces and the Afghan National Security Forces".There are currently more than 9,000 British troops serving in Afghanistan with the NATO force -- the second largest force in the country after the United States.
Britain has lost 438 troops in Afghanistan since the operation to topple the Taliban began in October 2001 following the 9/11 attacks Most British troops are stationed in southern Helmand province, one of the toughest battlegrounds against the Taliban.

BPL 2nd edition auction

Dhaka Gladiators gave the highest bid of the BPL2 of $365,000 for Shakib al-Hasan and purchased ShahidKhan Afridi for $275,000. Imran Nazir received second highest bid of $280,000 from ChittagongKings. The players’ auction ceremony held at the Radisson Blu Water Garden Hotel.
The second edition of the BPL, scheduled to begin from January 17, will have a new team this year with Rangpur Rockets forming the seventh franchisee. Like in the first edition, the majority of foreign players are from Pakistan, with West Indies and England also sending sizeable contingents. Unlike last year, the matches will be spread over three cities — Dhaka, Khulna and Chittagong.
